Why we'd rather say “we don't know”

It is trivially easy to build a chatbot that answers permit questions. It is also useless, because it will invent a form number and a fee with total confidence, and you will find out it was wrong at the counter.

So eDocket is built to be checkable. Determinations run against a versioned rulebook of real jurisdiction rules, each carrying a citation. Where we don't have a verified fact, the answer is empty rather than invented. Anything carrying real liability gets a human sign-off before it's filed. And we publish exactly which modules are verified and which are still in build, rather than implying we cover everything.

That is also why our coverage page says Houston and not Texas.
